L.A. Short of Hospital Beds. Why?

Old LA County Hospital had 3000 beds in 1950s. By 1960s down to 1200. New building 600 beds. Old bldg “unsafe” but still used for offices. Wards & rooms could have been restored in months. Expandable bldg key to disasters, epidemics. Can be vertical with unused floors, like this one, or horizontal with unused wards, like World War 2 Army hospitals.
