Biden administration considers forcing migrant families to remain in Texas

Implications:
1) Govt controls travel within USA. Has Constitution been repealed, but no one told us?
2) Govt has power to force people to remain in Texas, but is powerless to force them to remain in Mexico. Is this White House agenda or discussion group at mental hospital?
