Yes, this may play a role, but it completely ignores the effect of raising a generation without religion or any other source of ethical values, and without fathers or any other source of rules.
If you are not frightened by roving gangs of feral young people with baseball bats, you should be. We tried gun control and knife control. What’s the next failed experiment, baseball bat control? Time to try self control. Without it we’re sunk.
Note that a baseball bat is a deadly weapon. Someone attacked in this way is entitled by law, going back centuries to England, to protect herself with deadly force.
