Swalwell: Phone Voting For California Governor

Democrat Representative Eric Swalwell, a candidate for California governor, proposes phone voting to “maximize democracy.”

Question: If the person passes gas during the phone call, will this be counted as a vote for Swalwell? It seems logical. In fact, to oppose his plan would be fartophobia.
