Primitive people did the rain dance to fight drought. If it rained, well and good. If not, the medicine man said, “Dance more.” But no one thought to say “The dance doesn’t work, let’s try irrigation.” Nine months of lockdown and Covid is still surging in California. Will anyone think to say, “It doesn’t work”?
