An officer must make out an affidavit describing the crime, swear to it before a judge, then the judge issues an arrest warrant. A Congressional committee ordered the arrest of Trump advisor Peter Navarro, who was seized at the airport to humiliate him, then put in leg irons to intimidate other Trump supporters. If this doesn’t anger and frighten you, perhaps you just don’t understand the situation.
