1) That was 2 days before Trump left office. As sitting president, Trump had ultimate authority to declassify anything he pleased.

2) FBI is part of Executive Branch. Whatever powers it has it derives from the president and from laws passed by Congress. It is not a fourth branch of government, above the other three. It has no more right to interfere in elections than you do. What it does have that you don’t is power, and you know what they say about that.
