Some states are removing Trump from the GOP primary ballot. Obviously, if he was not on the primary ballot, he cannot appear on the general election ballot. The new Congress counts the votes in a joint session. If the GOP wins a bigger majority in the new House, and surely if they win a majority in the new Senate, then Congress can refuse to count the votes of the states that kicked Trump off the ballot.

If a leading candidate was artificially removed from the ballot, a good case can be made that the votes of those states are invalid and incomplete.
