A bullet is the projectile that comes out of the muzzle. A cartridge is what you load into firearm; it contains a bullet. A round is one shot fired, sometimes used as synonymous with cartridge. A magazine is what holds the cartridges. Biden meant to say he wants to limit gun owners to 8 cartridges in a magazine. It would be nice to know anything at all about what you seek to control. But in Washington, this is not required, or even expected.
