Think science can progress under such restrictions? In its 72 years of existence, how many new drugs or treatments did the Soviet Union invent? Zero. Given this dismal record, why would any sane person emulate its oppressive policies?
We can have scientific progress, or we can have rigid control, but we can’t have both. Which one we choose will tell a lot about us.
