1) Constitution puts federal law above state law. But 2) Federal govt is a creation of the states, not vice versa. If federal govt fails in its duty, e.g. border security, does duty return to the states, which gave it to federal govt in 1st place?

That is, is creation of federal govt by states a one-time deal? Or is it a contract? States give federal govt duties on condition it fulfills them. But if federal govt fails to carry out these duties (e.g. border security), do these duties return to the states, just as the bank repossesses your car if you fail to make the payments? Does the original owner retain title? Interesting legal and moral question.
