Women inmates presumably have committed crimes that deserve incarceration. But they do NOT deserve to be harassed, threatened, or assaulted by biological male rapists, sex offenders, or other violent criminals who claim to be women. This is the very definition of the cruel and unusual punishment forbidden by the Constitution. Those who condone the mistreatment of prisoners, especially women prisoners, deserve to be imprisoned themselves.
