Intolerable crime in NYC subway stimulated Gov. Kathy Hochul to deploy 1000 extra officers, 250 State Police and 750 National Guard troops. New York used to have about 4000 Transit Police, who knew every station and every train. But they were abolished and replaced by the NYPD, who were efficient but not dedicated to subway safety. To top things off, police were inhibited by unrealistic regulations. As a result, crime rose. Occasionally, a public-spirited citizen would act against a criminal, only to be arrested himself. In short, various branches of government acted together  (conspired) to increase crime. Those who refuse to employ a proven remedy are to blame for their own difficulties. But apparently things have now gotten so bad that people are willing to do something about it.
